I am a retired Canadian public servant who worked for the Government of Canada for 35 years (1977 - 2012), and a TPRC "old hand". I attended my first TPRC in 1979, and have attended the Conference regularly since 1992.

My broad areas of interest are: Broadband communications (both mobile and wireline); Universal Service issues and Digital Divides including urban-rural gaps; and the transformative uses of ICTs in the "Digital Economy", particularly in developing countries like India and China. I have contributed a number of papers and Poster presentations covering these areas at past TPRCs, and moderated various Panels.
